In Pattaya, Thailand you can lower the price up to 150 Baht, that is about USD 4, but in Bali it's about Rp20000, but you can still lower it to 15000, which is around USD 1 or less.
For cornrows I believe hair needs to be at least one inch in length. For pricing I have a girlfriend that paid 150 to have her hair braided. length was mid back
